Yousef Rabhi Faces Campaign Finance Allegations Amid Ann Arbor Mayoral Run

Sixteen days before Ann Arbor's Aug. 4 Democratic mayoral primary, a campaign finance complaint alleges that candidate Yousef Rabhi violated Michigan campaign finance law by using campaign resources to endorse other City Council candidates on mailers. The complaint, filed July 17, 2026, by Julie Grand — a former Ann Arbor City Council member and supporter of incumbent Mayor Christopher Taylor — contends the mailers endorsing four City Council candidates would constitute illegal in-kind contributions under the Michigan Campaign Finance Act's prohibition on independent expenditures for other candidates.

If proven, the alleged violations could result in a misdemeanor charge with penalties of up to $1,000 in fines or 90 days' imprisonment.

Rabhi, currently the Washtenaw County Commissioner for District 8, called the complaint "unfounded and politically charged." He stated that both the Michigan Bureau of Elections and the Washtenaw County Clerk's Office authorized his actions regarding the endorsement mailers and expressed confidence the complaint will be dismissed. Rabhi previously served in the Michigan House of Representatives as House Democratic Floor Leader and has said he has served as an elected official for 16 years total.

The complaint's fate now rests in part with Washtenaw County Prosecutor Eli Savit, who has served in that role since January 2021 after being first elected in 2020 and re-elected in 2024. In 2018, then-Prosecutor Brian Mackie filed criminal charges against State Senate candidate Anuja Rajendra over campaign mailer issues. During his 2019 campaign, Savit criticized Mackie's decision to charge Rajendra, using the case as an example of prosecutorial overreach — raising the question of whether he will now pursue enforcement action against a prominent Democratic official in a high-profile mayoral race.

The race has featured broader campaign finance tensions: Taylor has previously accused Rabhi of using corporate PAC money, which Rabhi denies, while Rabhi has accused Taylor of being behind unsolicited dark money attack mailers. Bernie Sanders has endorsed Rabhi in the contest.
